University of Florida’s Lake Alice Watershed Management Plan: Stakeholder Engagement and Facilitation

The Lake Alice Watershed Management Plan (WMP) provides a comprehensive framework for managing the Lake Alice Watershed and it’s surrounding creeks, wetlands, and stormwater infrastructure. The Lake Alice WMP offers recommendations related to water quality, water quantity, vegetation, climate resiliency, funding, and ongoing operations, maintenance, and future stormwater needs.

Our Role

Rooted in Process designed, facilitated, and managed all engagement components of the project. Our goal was to ensure that the plan reflected the knowledge, priorities, and lived experiences of the project team, steering committee, key stakeholders, and members of the public.

We used a range of participatory methods—including the Technology of Participation (ToP®) and the engagement principles of the International Association for Public Participation (IAP2)—to support inclusive dialogue and shared decision-making throughout the development of the plan.

Engagement Responsibilities

Our engagement scope included:

  • Designing and facilitating steering committee meetings and broader stakeholder sessions
  • Conducting stakeholder analysis, background research, and interviews
  • Creating, administering, and analyzing surveys to gather input on the vision, recommendations, and final WMP
  • Preparing meeting notes, summaries, and all engagement follow-up documentation
  • Developing an engagement plan in collaboration with the Engagement Task Force and producing a final facilitation report

This engagement process helped ensure that the Watershed Management Plan was grounded in community insights, technical expertise, and shared priorities—creating a plan that is both actionable and broadly supported.
